Fuel surcharges are becoming a critical part of evaluating which carrier to use for merchants. Australia Post is one of the only carriers remaining that doesnt have fuel included by default. Users need to enable this but many dont and thus select Australia Post thinking they are selecting the cheapest carrier but infact are not seeing an "apples for apples" comparison. It would make sense to enable this setting by default and give users the option to disable it.
