Packing Validation | Ability to allow me to proceed if packed less than order quantity

I want to be able to scan to validate, but still be able to proceed if I have packed less than the order quantity. So I can easily process split shipments using the packing validation tool

I think its important to make packing validation mandatory from this request - https://feedback.starshipit.com/order-fulfilment/p/make-packing-validation-mandatory - however we also need this feature for split orders. Sometimes we have order 40 items long and half are a preorder so we want to ship half. This makes packing validation in its current form useless because we need to mark all as packed and then on the next screen untick all the items we arent sending, it would be good to improve the packing validation so items go green once scanned and then maybe a button that says, click here to split this order and mark all green items as shipped
