Make Packing Validation mandatory

Currently packing validation is only optional, can we make this a mandatory step before allowing users to print labels.

Tip: You can set Starshipit to open unshipped orders in the Orders Grid with Packing Validation.
To do this, navigate to 'Settings' > 'Packing Validation', and set the option below to "Open the order with Packing Validation".
