Do Not Ship rule does not leave behind a version of the order with the left over unshipped items.

StarShipit requires a rule whereby you can set certain items (such as preorder items) to be unticked in the order on import. Then when you print the orders a partial shipment is created in the new tab for the remaining items. The Do Not Ship rule does not leave behind that version of the shipment in the new tab as it assumes you never want to ship those items.
