Currently, once an order is printed in Starshipit, any subsequent fulfillment (e.g., for exchanges or additional items) the same order cannot be re-imported. This blocks processing of additional shipments for the same order and requires workarounds like cloning the order which is inefficient and error-prone.

Use Case:

Scenario: After an order is printed in Starshipit, an exchange is processed in Shopify, and new items are added for dispatch.

Expected Behaviour: Starshipit should allow re-importing whenever a new fulfillment exists, regardless of previous fulfillment status.

Impact: Streamlines exchange and re-dispatching processing, reduces manual work, and removes the need for cloning workarounds.
