Currently the Startrack rate used is calculated_rate which doesn't include Fuel Surcharge. It would be helpful to include/give the option to have the fuel surcharge as part of the rate so that the rate returned is a more fair representation of the actual price.

This is so we can make more informed decisions about which carrier should be selected per parcel
