Round up/down pricing on rates at checkout

Add support to round up/down the price of shipping with live rates on checkout (e.g. to the nearest dollar). Would be beneficial from an accounting perspective.

Simple Feature, get it done please. Makes the store checkout look unprofessional. - Without this I will probably set up manual rates and drop the app.
