Provide rates based on a function enabled on checkout called "insurance" if it is enabled or not enabled.
Then provide the rate to the customer for including insurance or excluding insurance

You can now set a rule to include insurance on your rates at checkout. For example, you can set a rule to include insurance in your checkout rates when the value of an order is over a certain amount.
To set this up, navigate to Settings > Checkout rates > Rules.
NOTE: This is only supported for couriers that include insurance in their rates. These couriers are:
- Australia Post eParcel
- Star Track
- DHL Express
- TNT
- Team Global Express IPEC/Priority

Transit Insurance for each Order
Please enable the option of transit insurance automatically to each order for the order total (declared value).
This additonal cost for us would be 1% of the declared value with Australia Post
