Currently Cheapest carrier rule only gets rates for carriers with both ATL and SIG flags disabled. However some carriers charge extra for Signature Required such as Aramex.

The rule needs to take into account the default option set in the carrier settings (or a Signature Required rule in the account) for SIG so that it is assigning accurately the cheapest carrier.
